I just think the offset of color adds a flare to it that makes the actual text stick out.

Depends on the version you have. ImaageRready is obsolete from CS3 onwards. There is some ImageReady-style functionality in CS3 and above, found via File > Save For Web & Devices. Other than that, you'll need Adobe Fireworks.
All versions of Photoshop from 5.5 really should have ImageReady.
