WWE has ranked the Top 25 “Masters of the Mic” - a list of the best talkers in WWE history. Here is the list:
25. Captain Lou Albano 24. Rick Rude 23. Santino Marella 22. Ted DiBiase Sr. 21. The Miz 20. Jesse Ventura 19. Triple H 18. Paul Heyman 17. Edge 16. Vince McMahon 15. Billy Graham 14. Mick Foley 13. thoughts: Hulk Hogan and John Cena are too high on this list IMO. Paul Heyman, Santino and Edge are too low. I thought it should have been a 2 way tie for first with Steve Austin and Roddy Piper sharing it.

Flair is too high as well. Half the time, I have no idea what the fuck he's saying. Jesse Ventura is way too low. He was an excellent colour commentator as well.

This may be personal bias as a fan, but where's HBK on the list? I thought his longer career of mic work would get him a spot over relative newcomers like Miz and Santino.

I've never heard Billy Graham on the mic, and Captain Lou, was also very incoherent

Ric Flairs old stuff was great, especially around the time of the original Four Horsemen in the NWA. Back then no one could hold a candle to him on the mic. But I agree that Hulk Hogan and John Cena are ranked too high while people like Edge and Paul Heyman are way to low. Also, where is HBK? He was great on the microphone!

Aside from the formation of the NWO I can't name a single standout Hulk Hogan promo.... then again my memory is rubbish.
For me Paul Heyman is no.1 while Rock is a close second.
