even in the 90's the WWE Champion was never had the word "World" in it, it was always the WWF Heavyweight Champion or WWE Heavyweight Champion. The WWE never had a "World" Champion until they did the brand extension

Because I'm not using "World Champion" as a title, I'm using it as a descriptor. The fact that they left the word "Heavyweight" out of their description made me think that it was a generic term to whoever held the top belt, hence I thought it included the WWF Champions of the early 21st century, and the Undisputed Champion.
If they'd said best "World Heavyweight Champion" (i.e. referring to the title itself) I wouldn't have commented.

Until you asked why Rock and Austin wasn't on the list, I was thinking the exact same thing as you were, and I think that's the ONLY reason Booker T made the list and not JBL
I also wouldn't put Triple H and Cena ahead of Edge

Yeah, Edge's reigns were actually entertaining. Cena... well he's Cena, and Triple H's only reign of note was his first one when he refused to look weak against anyone.
Anyone else remember the elimination chamber where all he did was get superkicked the moment his chamber opened, lie on the floor until everyone else had done all the work, then hit Goldberg with a sledgehammer to win, all while wearing those fancy long pants to stop his groin falling out.

Just to jump in on the Wellness Policy... And I'm furthest from a fan of Orton... But really?! Pot?! I know WWE wants to eliminate bad image and promote healthiness (I guess??)... BUT POT?! Come on! Those guys have got to be in pain all of the time. They are probably capable of getting a freaking medicinal card with what they do. I thought the Wellness program and testing was supposed to be for serious shit like steroids, pain killers, coke, meth, etc... The shit that is DANGEROUS! But this lockdown on smoking some marijuana is ridiculous. Alcohol does more damage than that. I hate to be on a random soap box here, and I am definitely not one to support Randy Orton... But I think they are playing their cards too safe with some of their Wellness policies. Especially with Linda running for Senate or whatever the hell she wants to do. If she was smart enough, she would support legalization, they would eliminate it from the Wellness testing, and would probably get a ton more votes.
